Use JB WaterWeld and Loc-Tite Super Control Gel from HomeDepot. I use them all the time for securing rock and attaching frags.

For extra support you can buy the fiberglass driveway marker rods and cut them to lenth. Use a masonry bit to drill holes in the rock that hold the rod lengths.

Ecotech Marine makes a glue that does hold rock together and bonds very quickly, its labeled as coral glue but it does hold rock.

Haha. The big one is super pricey $50, but the amount of glue is pretty awesome. The Loctite super glue I use is like $5 for a 4 mL bottle. Ten of those is 40 mL, and $50. The bottle from Ecotech is 295 mL for that price - worth it by far, IMO, especially if the objective is to glue rock together, which needs quite a bit of adhesive.
