Im acutally going to a 20g i dont know if this will help much, but maybe enough? Im also going to make it a reef tank, which this might make it even worse to have a lion. Any opinions?

The lion wont eat your corals if that is what you are refering to. But it will make the load in your tank worse. I would guess that in order to have corals you will have to be super religious with your water care since having a big eating fish in a small tank. To us 20 doesnt seem big compared to 14, but if you think aout 50% larger.

Highway robbery! There were times when the shrimp was too fast for the lion to catch and just hide in the rocks...only to die a few days later from the salt.

A dwarf lion will get big and should be housed in a 70G or larger. An angler fish will also get large as well, and should be kept alone in a tank no less than 40G. These fish have a "if it moves and can fit in my mouth, I will eat it" personality.
For a 20G tank, you can make it into a simple reef. Put it to you this way, my one tank is a 20 that had 3 damsels, one large maroon clown, one small maroon and their anemone and it was way too much for that system which is why I have hair algae in that tank. I moved 2 of the damsels into my nanocube to relieve the stress on the system. A 20G would be good for a pair of clownfish and maybe an anemone after a year when the tank is stable.

When I had the lion, puffer and eel I would give them an advantage and pull some of the legs off of the shrimp. And make sure the shrimp would go in front of the lions den so he can eat in front of me.
