I have a no name brand 6 bulb 24" ,24 watt T5 light. They work off a timer in conjunction with 2 Kessil A360's.
Because, they are a "no name " brand, how hard can I drive these lights? I'm pretty sure they're not as bright as they could be.
Can I use a 39watt ballast? More powerful? How does it work? What needs to be done? Thanks y'all!

Personally, I'd just replace the tubes with ATI. FTR, 'brightness' is irrelevant; you need high PAR. ;)

I should have clarified. I have all ATI bulbs. My bad entirely. The bulbs it came with were taken out and replaced with ATI before the unit was turned on.

To be honest, I think you have adequate lighting.
