On the electric fence collars, the prongs have to make contact with skin. On hairy dogs you might have to shave that spot so they touch skin. If not it will do nothing.

yea ppl bring in their dogs for us to shave for those things all the time, and i'm not sure if anyone else has tried but those shock collars don't really shock all that much try it on your arm its mildly discomforting. so if you got a big dog with thick skin probably not going to work well. also the collars only shock when the dog crosses over the trip point so if hes running full stride he'll get a .10 second shock. you should however look into a run probably your best bet.

Some dogs are just obsessed with roaming, sounds like yours. I would build a big dog run in the back yard so that he is safe and locked up, but has some room to play outside and do his business.

This is why I am very proactive about getting a dog at a young age, and having them bond with you. The Come command is a huge one, and will save the dog's life numerous times over when used.

That's not to say that it's too late to teach him. Is he food motivated?

If so, get him to come repeatedly on a long lead, or a check cord. A check cord is usually a round 30 feet long. Keep your foot on the end of the check cord so that if he does not listen and bolts, you can stop him. Using praise and treats will give him positive reward to stay around.

There are many ways to get this to work. Some ways won't work with some dogs, and others will.
