I use instant ocean myself, never had a problem with it. Stir well, and use an air pump to aerate and agitate water before adding to tank.

I use a whisk to stir my water after adding salt. I always get it mixed completely, then I put a pump in the bucket to circulate the water overnight until I am ready to change water.

Try mixing it in 1/3rds. Meaning, mix in a third of the salt, wait an hour, mix another third, wait an hour, mix in the last third.

This kind of thing happens quite a bit when calcium and carbonates precipitate out of the water, making it look like there's salt on the bottom, but it's really closer to sand. It happens when there's too high of a localized concentration of them, like what happens when you dump a full amount of salt into the water at once.

I put the salt in a gallon container with the correct amount of salt and shake it to death and then I empty it into a 5 gal. bucket and stir it.. I even use hot water sometimes and just equalize it out with cold water after. I pre mix my salt water tho so I don't have to make it every time I want to do a water change

Look at my post just above yours, you just showed that you're creating too highly concentrated of a mix, and you're getting precipitates.
