I can guarantee you that these are clown fry. I had the exact same experience a few months ago. I was confused at first because your lights were on and clown eggs only hatch at night, but later you revealed that you turned the lights on to take the video. Also explains why the clowns were acting "weird."

Here is a video of my experience. I was dumbfounded at first. Later I realized what they were. Pretty cool. The fry are a good sign of stability and good source of nutritious food for all in the tank.

If you had just turned the light on, it could very well be clownfish fry. When they hatch, they usually do it soon after the lights are turned off. However, it does seems strange that they are all over the tank. Most fry will congragate at the surface. I have had one successful hatching of the False Percula pair that I have, so that is what I am going off of here. Hope this helps out!

I must say that I ignored this immediately thinking copepods.... boy was I wrong.

Congrats on all the babies. That is awesome. Have any thoughts on trying to raise some of them?

Just to be clear, the video I posted is labeled copepod swarm on YouTube because that's what I thought at the time I posted it. Turns out they were clown fry of course. Best of luck with the fry.
Oh, and if you can see the clutch, the roe will hatch when they develop silver eyes and a silver stripe down they're spine.
The roe will hatch about 30min-2hrs after the lights go out. You should turn off all pumps at this time. Shine a flashlight on the surface. The fry will congregate there and you can scoop them out with a bowl to place them in their new home.
Fry require live Rotifers which must be cultured in advance using "green water" which is really new 80* saltwater (not from tank) that is kept tinted green with something like dt's phytoplankton. Mainly nanochloropsis.
Thats the easy part. The hard part is keeping great water quality and no flow in the fry tank or bucket. I used a black 5 gallon bucket. Cheap and the walls need to be black to allow the fry to target the Rotifers more easily. Can't hunt if the backdrop is white or clear. Youll know the fry are eating when their little bellies turn silver from the Rotifers consumed.
The first 8-10 days are critical. After that it gets easier.

    -Happy reefing
