Can I cut the piece of PVC that came with my skimmer without any ill effects?

Due to the sump level ... the water flows out and drops like 2 inches and is really loud. Can I cut the piece of Schedule 80 PVC that I circled so that the outlet of the valve is below the water?

    Will this affect anything?

I figured its just there to try and keep the valve up above the water level so you don't have to get your hands wet when you adjust the valve ... but I want to make sure.

I would just add an elbow on the drain closer to the water surface

If you also add a couple inches of pvc extension to that elbow you could bring your outtake under the water line. No splashies no wet hands.
