We can't help you if you don't answer the questions.

How big is your tank? What is your salinity? Have you done anything new to the tank? How large is the fish? Is the yellow tang aggressive towards the blue tang at all when the lights are on?

well how big of a tank is it? try turning on actinics only for a while and maybe he will calm down then slowly move to daylight. and try not just turning on all your bulbs at once if possible. if he is in a small tank then he could be stressed out. are you feeding him well? make sure he will eat like a pig. i work at a lfs and see it way too often that people buy one and then complain it died. when i ask them how often they fed it they said about every 3 or 4 days. thats why. these fish love to eat. so make sure it is eating well. feed it algae and some krill. make sure it is on a healthy diet.
just tryin to help out. dont mean to sound rude one bit.

Water parameters has nothing to do with this kind of behavior. The fish views its reflection as another fish and therefore, a rival. It may or may not ever stop attacking it. Try reducing the glare by taping up a white piece of paper or something to the area where the fish sees its reflection.

Yeah it's not good to mix Tangs unless they're in a 100g+ tank so they have ample room, they love to swim and need lots of room. Is your hippo a juvenile? You may get a visit from the Tang Police depending on the size of your tank :).

if it's 250l than that's about 65g. Tangs eat like pigs and grow fast. You could get away with maybe 1 Yellow Tang in a 65g but as it grows to adult size it will become cramped. A Blue Hippo can grow up to a foot & depending on the dimensions of your tank it can quickly outgrow it's space. So IMO I wouldn't have added a hippo to a 65g tank that had a Yellow Tang already.

I had a Blue Hippo in a 55g reef. It started off very small but quickly tripled in size and began getting very aggresive towards the other smaller fish.

What are the dimensions of your tank?
