Get a good handheld and forget the inlines. The handheld is more accurate, can be easily calibrated and is more versatile. The inlines are not temperature compensated so can be off considerably if the air temperature and water temperature are not exactly the same, are dedicated to two locations and depend on flow past the probe to work so cannot be used portable. The handheld can test tap water, RO only water, RO/DI, your ATO container, bottled water, the neighbors, the LFS, a vending machine etc.

The HM Digital TDS-3 or TDS-4TM are around $25 and also have a built in digital thermometer so serve a dual purpose.

No. The carbon block filter removes the chlorine before the RO membrane since chlorine will melt the RO membrane TFC fabric in a heartbeat. This is why it is important to have a good sediment filter to protect the carbon block and a good carbon block to protect the RO membrane, this is their sole purpose ane they have little to no effect on TDS which is the work of the membrane and DI.
The RO membrane removes 90 to 98% of the contaminants and the DI resin removes the remaining contaminants.
