I have been curious, why are some (especially 40 gallon tanks) called breeder tanks?

The "breeder" tanks are generally wider than they are tall, giving more surface area for gas exchange per gallon of water. They also give more area for the fry to swim around in and fell less crowded. Probably makes it easier to net the fry out also.
