Anyone know if this is a flow restrictor, and if so, how do I adjust it?

My unit is pushing way too much waste water. Also, would that limit my unit's output.

Yes that is a flow restrictor but that style is not adjustable, it is fixed.
Look at places like SpectraPure - Innovators In Water Technology! or www.buckeyefieldsupply.com for a capillary tube type restrictor, its a small tube about the size of a piece of uncooked spaghetti and fits inside your waste line. You trim it for an exact 4:1 or whatever waste ratio you are trying to achieve and they are around $4-$6.

Yes, if you have too much going to waste it lowers the pressure available to the membrane and reduces the amount of treated water plus reduces the removal efficiency so the TDS is not as low.
