The cyano is feeding off the extra nutrients in the water. They test out at 0 because the cyano is using them up. Could be your RO/DI filters,...
Hard to tell from the picture...is it hard, flat, fuzzy, etc.? Looks like it might be green coralline to me, but hard to tell.
