I think that fixture would be fine with the corals you want. Personally I would get the largest sump you can fit but a 10g would work fine.
Try running airline tubing down the drain line to release the air. it helped with my overflow

Your right, a sailfin needs 125g minimum. They are one of the larger tangs and needs lots of space even as juveniles. How big is it now?

Don't worry about the green, its probably some type of coralline that bleached. It won't hurt any thing and will probably come back nice and purple....
Frag the good sections and trash the rest. Hopefully it can recover.
