I think it could be done by using a diamond encrusted drill bit and some plumbers putty to make a reservoir around the existing hole

Have you dosed your tank lately,sometimes a sudden dose can cause fish to act a bit out of character if their not used to the dozing schedule

Any low costing fish I'd look at damsels or basslets,maybe ad a golby or a shrimp after 2-3 weeks.
