So today I plan to clean my skimmer with some vinegar. It says to use one part vinegar one part water. My question is when I'm done cleaning it is one rinse good enough to get all the vinegar off or do I have to soak it in water?

A good rinse should do it.

Just a heads up, if you are going to give the skimmer a thorough cleaning it will need to be broken in again.
