Tempurature Fluctuations

    I have a 20 gallon long saltwater reef tank that is cycling right now. I live in Wisconsin so the temps in the summer get pretty warm, but in the winter bruttaly cold. For my heater I have an eheim jager 75w sumbersible. It is set to keep the tempurature constant around 77 degrees. I notice it will shut off until the temp reaches around 76.4 then it will turn on. It heats it at a pretty fast speed. It takes it about 2 hours and it will shut off when the temp reaches about 78. Once it shuts off the cycle pretty much repeats itself. Are these tempurature fluctuations drastic enough to harm any livestock?
