I have an extreme SWC 120 skimmer that recommends the skimmer level should be in 5 to 8 inches of water. What part of the skimmer should be at 5 to 8 inches.

It means the entire skimmer & pump should sit in the sump with the water around it 5-8". Most pumps won't work effectively if water gets to low.

the SWC 120 will also peform well in 9 inches...generally the weaker the pump, the higher the water level recommendation also it has to do with the shape of the skimmer. The SWC being a cone will do fine in a bit deeper water.
