Welcome to 3reef. If you can, I would strongly recommend two things. I would recommend putting in a sump and getting a skimmer that will sit in the sump as opposed to hang on the back. IMO they are a bit better and every little bit counts when it comes to protein skimmer. For lighting I would recommend a 6 bulb t5 fixture. This could be Tek, Nova, Retrofit, or a couple others.

A very solid recommendation. If you want even more light, you could go with the 8x54W TEK T5 array. That would give you room to upgrade if you want. Now the Nova 6x54 has the individual reflectors. The Nova 8x54 does not. Given the choice between the two of those, I would go with the Nova 6x54W with ind reflectors. Better lighting. Overall though, I think the TEK is a better unit. And you will want to look into UVL or Giesemann bulbs. Stock bulbs suck.

If you don't have a sump then you'll need a HOB. That's fine. It's likely that you'll eventually want to get a sump and refugium but don't let that prevent you from starting out. Make sure you get a HOB skimmer that can also be used in a sump. The AquaC Nova Extreme Pro can be used both ways. I have one and I highly recommend it. I started out without a sump and added one about 9 months later.

As for lighting I recommend the Nova Extreme Pro 6x54W. Paul's Reef: Nova Extreme Pro Review

Some advice on a sump.......even if now you think that you wont want one, if there is ANY little part of you that thinks this will be a long lasting hobby, drill for a sump now and prepare for the future. Taking down your established system to add a sump is a nightmare. Even on my 20, I could have gone postal!

Also, for your rock, you could do what I did and bought ebay rock (curse me if you will, but it has worked out awesome). Even if the shipping is $30, nobody can beat $2.80 a pound......and it was good rock too.
