Yes, it can...I've even had external pump vibration stress fish. Turn off the skimmer and replace or service the pump. Also, make sure the pump housing isn't sitting against the tank wall.

For a bit we couldn't figure out why, when we put this big ole well established fish in a new big ole tank, it busted out with Ich.... twice. Immediately he acted very agitated. Then one day I noticed the vibration in my computer stand.... and along the floor.... and in his stand!!! It was crazy loud when we put our ear to the tank. We put anti vibe pads on the offending pump, the tank got quiet and the fish calmed down.

A maxi shouldn't be that loud. Tank the impellor out and reseat it.

Shock and vibration solutions | Sorbothane

I have to add that we use these on external pumps, and I'm not sure how they hold up to SW (I'm sure they can tell you), but the stuff works amazingly well. Hemispheres are the best shape for most applications (use them like "feet").

Here's what the FAQ sez about chemical resistance:

Generally, Sorbothane's chemical resistance is very good, similar to other polyurethanes. Chemicals to avoid: gasoline, alcohol and plastics solvents

Anyone know what I could use to quiet down a sump pump? It vibrates fairly hard off the bottom of the acrylic sump wall.

You can take the pump out and make some silicone "buds/feet".
