My Bubbletips tenticles have shriveled up in the last week. It's mouth is still closed and looks tight but he just looks bad. Can anyone tell me why? I have read that it could be starving but it has eaten a few times in the last few weeks so I guess I am not so sure????

What are the params, what type of lighting, and how old is the tank? Can you post a pic?

Anenomes from time to time will shrink up into a small ball, this is their way of expelling old water and waste from there body's it should be back to norm in a day, maybe less, still keep a close eye on it and if it starts to melt, get it out of there asap...

Nitrate 0, Nitrate 0-20, ph 8.3 temp is about 79 and am using t-5 lighting which I have been told is sufficiant. Tank is 7 years old but we recently(two months ago) rescued it from mom inlaw who had neglected it for some time. We had the water tested about a week ago and my LFS said all my perameters were very good.

I use the test strips. But bring water up to be tested every few weeks.

First thing first, toss the test strips and get a good quality liquid test kit. The strips are notoriously inaccurate. Also, it is a bad idea to rely on your LFS for testing. Often times, they will tell you your water is spot on if it means a sale.
What kind of T5's? How big is the tank?

    Anemone with no tenticles

The T5 are 6700 day and a blue atinic coralite. They tested it with us right there and put the little tubes on top of the chart to see where we were at on everything and everything came out to the good. Am investing in a good test kit, any suggestions on a good one? 75 gallon

Do you have a brand on the T5's? Wattage? How many bulbs? 6700K is awful low, don't know how that would affect an anemone.

Coralife, Only holds the two bulbs. one blue one white. We do have one more blue on the back that we keep on at night.
