From what I am told if your Phosphates are high then you will have increased algae growth. You can buy a simple phosphate test kit for around $15. I would test before adding anything

Yeah, Phosphates sound like the culprit. Add GFO and a filter sock to your tank then leave the lights off for 3-4 days. If your tank is near a window, cover it with a towel.

Same thing happened to me. My water params were perfect but I still had algae. I left my lights off and covered my windows. As a result, most of the algae was gone and the remaining I siphoned out.

I dont think so. How long has your tank been running? It will take about 3-4 months for your tank to start running clean. You will get hair algea etc and it will go away with time. Just make sure you keep your lights to a min and you have really good water movement. My rear glass and sides just cleaned them self off this past month of tons of hair. Time is your friend.

How old is the tank? A black out and some GFO will definitely help with the algae. You should try and pinpoint the source of the excess nitrates/phosphates. My bet is on over feeding. Also if the tank is fairly new, it may need some time to mature.
