It's almost fluorescent green. It's spreading on the live rock. It's was mostly flat against the rock, but now is starting to look at bit "fuzzy." It also has little air bubbles in it. I've searched everywhere and can't figure out what this is.

Parameters are good. I have a phosphate reactor. Phosphates tested 0 a few days ago. I also have a refugium with a misc collection from reefcleaners that appears to be doing good. The tank is over 6 months old now.

This stuff is actually growing low in the tank and under ledges/in caves. I just stuck my arm in the tank (ok, my arm is always in the tank) and I can rub it off with my finger, so it would probably come off with a brush, but should I do this?? I haven't changed foods/feeding schedule.

yeh looks like some type of cyano, I would get a flexible hose (i use the one for my gravel vacuum I just detach it from the end) and syphon it out.
