i know ichs almost 99% chance in every aquarium but is it the same for velvet? and whats the reasoning on waiting 2 months to add new fish to your tank if ich is always present in your tank?

Velvet is much less common luckily for us. As far as the reasoning behind not adding fish for two months to get rid of ich, that advise would come from someone who doesn't believe ich is in every system. The two month period is long enough to allow to life-cycle of ich to live and die with no host to continue on.
