I have a friend who works in a rainbow trout farm. I was wondering if baby trout would be OK to feed my harlequin tusk fish or not, and whether they should be alive or dead.

Additionally, and you might just tell me to ask this in the algae forum, my tank has just cycled a couple of weeks ago, and I was wondering if it's normal to have brown algae everywhere that looks a lot like rust. I read that this is part of the cycling process.. but the nitrate has already gone back down to 0.

Finally, some pics of the tank:

(the tank doesn't look green at all, just the pics do for some reason)

Your harlequin tuskfish should have marine foods. One of my favorite fish. Got a pic?

The reason for not feeding "trout" is because it lacks nutritional value that marine fish get from eating marine foods. Harlequins have a special "invert" diet. Here's some good info.
