I am looking at keeping neons and white clouds. I have researched and found different temp ranges for them, currently I am at 75 any problem with that also water test ranges are good except pH is at 8, problem and if so how to lower the pH.

pH under 7 tends to be preferred for these tetras. 8 is definitely way too high. You can use a buffer, like SeaChem Acid Buffer, or any other low pH buffer. You could also set up a CO2 injection system, and run the tank as a planted tank, since these fish are also pretty well suited to that type of environment.

The white clouds might not thrive in water that's up at 75; I would personally lower it to 72, since both these fish are used to cooler waters.
