I have a couple of mexican turbo snails and they like to push things around. Does anyone glue corals down, and if so, how?

You can buy some fancy coral glue at most LFS. Or do like most of us and use plain old carzy glue, it does the trick.

OK, but how? Do I put glue on the bottom of the coral then stick them to the rocks in the tank or do I take the rock out of the tank and dry it?

Take the coral out, or if you can just the part that you want to apply the glue to. I take some scott towel and dry it off a little just to remove some water. Apply the glue to that part and stick the coral to the spot you want. If its a smaller rock you could do the same as the coral, take out the part your gonna stick the coral on and dry it off a little.

What about corals themselves? If they come attached to a piece of rock, can I snip off the bottom and glue it to a different rock, or must I glue the rock to another rock?

I would recommend rock to rock. Cutting the coral will cause more stress to it and it could get infected with an open wound. There is some reef epoxy to glue a rock to another rock again sold at any good LFS.
