Good or bad? I will be feeding it to my fish and anemone.

It can cause algae depending on your nutrient export methods. It's not just in shrimp. Just about all seafood is sprayed with/soaked in polyphosphate salts (even organic seafood). That's why most people soak and drain their frozen foods.

So if I soak some shrimp for a while, it will lessen the polyphosphate salts? I don't know if "lessen" is the best choice, but I think you know what I mean.

Yes...use RO/DI or distilled water for the greatest effect

I would cut the shrimp up in pieces to best draw out the chemical.
