    I never have done

never used live sand only dry sand, so I tend to add water/ salt mix to main tank when setting up then add power heads to mix
I leave the tank 3/4 full at this stage (I like to make sure there are no leaks or issues with the equipment so run just salt water for 1st week)
following weekend its time for setting up

I switch power heads off long enough to add rock and then sand but they go back on again as soon as I have finished the scaping

+1 with Steve. I have always kept the power heads on. I think it actually helps clear things up quicker by keeping stuff moving.
