After running my tank for 7 weeks I now have a build up of either some kind of sediment or detritus within both sections of the sump, what is it? Does it need to be removed on a regular basis and is it a contributer to my phosphates? It looks like sand

I think I know what you are talking about. A similar thing happens in my sump. I think its because in my sump it goes Skimmer -> Refugium -> Return in that order. And some of the waste etc from everything in the refugium moves between sections.

I just vaccum it out every few weeks. It is most common in my skimmer section (first section of the sump).

I have no algae in my tank, but run GFO etc. I dont think it contributes to phosphate. I think it is purely a mix of substrate and waste.

its just an accumulation of debris. I dont really worry about it. You can try to siphon it out if it bothers you or if you have nitrate problems.
