Hi I was shopping for some lighting and I ran across this:
    Aqualight with 10,000K and Actinic Fluorescent Lamps - 28W - 48 in. - T-5 | T5 Lighting | Lighting Systems | Aquarium - ThatPetPlace.com

    They're like $60 for a 48" fixture... comes with one 10,000k & 1 actinic bulb.
I was thinking what if I got 2 of these fixtures... would it be the same a regular 4 lamp fixture... could I keep clams, anemones with 2 of these Lights?

I pretty cheap it would be $120 for both, cheaper than most 4 lamp fixtures

I personally would not the aquapond

    28 watts - 4ft fixture sounds wrong for T5
I am familiar with T5s for 4ft fixtures being 54 watts

now a 4 x 54 watt fixture over a 4ft tank, would be a much better option for keeping some clams and some nems , but for others even that might not be enough depending on tank depth and creature placement

I would not say its no good
I would say that its not the best option if you want to eventually keep nems or clams
