Welcome to 3reef. We will need a little more information before we can help you.
How long has the tank been set up?
    What size is the tank?
How many fish and motile invertebrates?
What is your nitrate and phosphate numbers?
    How much do you feed?

PO4 should really be zero and below, are you running a reactor with PO4 remover like Rowaphos? Still hadn't heard if you were using RO/DI water, that would be my first guess for the probs, but let us know so we can troubleshoot what it is.
