only half of my compact bulb lights up

I did a bunch of work on light hood the other night repairing fans and replacing LED's now on one side of the fixture both 96W compact bulbs only light up half the bulb. When I was finishing up with my repairs one of the straight 4 pin plug-in that the last owner wired in fell apart he crimp the plastic ends of the straight connectors not the metal crimp part. I put everthing back together and I dont know if I wired it back togtether wrong or if it may be the bulbs or the ballast. I was hoping one of you guys know why this is happening before I tear into my hood again. I dont know what brand the fixture is this is the closest thing I could find
