Sand in then pour the water on to a plate or something to keep from making a sand storm.

I did water first only because I mixed the water in the tank first.

Sand went in first then water. I used bubble wrap in stead of a plate - it floats

Sand then water. I used dead sand though so I let it fill nice and slow straight from the RODI.

I've done both! If you are able to mix saltwater outside the tank, then I prefer to add rock, then sand, then water. I aimed the water flow directly on rock so it did not create a sandstorm. Otherwise, if you need to do water, then rock, then sand, just make sure the sand is well rinsed before adding.

I have done it two ways.

    1) Put water into tank add salt and mix well. I then rinsed the sand in the bag and then lowered the sand bag into the tank to the bottom and then gently poured it out.

    2) Sand in first then covered with Saran wrap and carefully added prepared salt water to tank.

I once pre-washed 80 lbs of sand. Don't do that.
