frag tanks are tanks for growing out coral frags.

quarantine tanks are needed to prevent nasty lil critters from getting into your main tank, also a place for treating sick fishies and corals.

Coral frags come from mother colony frags. For hard corals like sps, you usually brake off a piece and glue it to a rock. For soft most soft corals, you can cut off a branch.

Fragging, is the act of taking a fragment also known as a frag, and growing it out to become a full size coral.
