Im going to use carbon in my tank and want to make sure Im doing it right. I bought marineland black diamond and a carbon bag. I used 1 cup of carbon for my 40 gallon per my LFS. I let it sit in warm RO water for a minute but the dust is still coming out when I run more RO over it. Is this ok or should I rinse until all dusty water is out? Thinking it might cloud the tank.

Best to rinse until you get very little or no dust.

No matter how long you clean, you will still have carbon dust in your tank. Your skimmer will remove them. You will see dark particles in your skimmate after changing/adding carbon.

I just run my carbon under the faucet to remove the dust. I do it until the water runs clear.
