Iv been using sodium carbonate in my ATO for ph and alk since 2yrs now, and my ph stays at 8.3 and alk stays at 8. as iv shifted to bigger tank and mixed corals, i wana increase my alk without increasing my ph (dont mind if my ph drops to 8.1). can i mix sodium carb with bicarb? (ill update to kalk in some time once my levels reach where i want)

Yes you can mix the two together but do it as a solution instead of dry. 50/50 is a good starting place.
