    That's a good solid unit. IceCap ballasts over drive the bulbs. You have standard ballasts.

    I have had 2 of them and have had no issues, the fans are quiet and the timers work :)

    That's exactly the 4-bulb combo I'd use, great choice. You could experiment by swapping the order out like (front to back):

    Blue +
    Purple +
    Aquablue Special
    Blue +

    That's why I love T5's, they're so easy to modify the spectrum with. You can't go wrong with those bulbs, great PAR no matter what the placement.
