    Went by the local Home Depot today and saw a 4' four bulb T5HO light fixture with 54 watt bulbs (not Included), individual reflectors.. for $89. For someone on a budget its a good start. With some simple wiring you could add two switches and be all set. They sell the 4 light ballasts for $39.
