i have had them in a bond for 8-9 months and they just started to nibble just a little bit last night on a soy sauce dish unused though its smooth flat and white. the pair keeps swimming just above it nonstop defending aganist my 1/2'' blue tang, the female is 4'' and the male is 1'' but he is matured but as you know females keep him that way;D are they ready to spawn?

It is a dry heat, yeah right !
There are a couple things you can do to increase the odds of them spawning.

Start by feeding them heavily (within reason).
    Increase the lighting period.
Slowly decrease the salinity (again within reason).

Unless you are prepared to raise the fry they will just become fish and invert food.

My suggestion is to read Joy Wilkersons "ClownFishes" and find member Pickles thread on raising and breeding Clown fish.

Also I heard that having everything at certain times helps, ie lights on at 8 off at 7 and feeding meaty foods at this time and this time everyday.

Sorry this is a lil off topic, but do you have more than one tank? In your other threads you kept mentioning it is a 20 gallon. If this is the case that blue tang should be re housed ASAP. Far too smAll for a tang.

I didn't see that tang, if they do breed I would imagine the tang going nuts and eating the fry.

Also being the first spawn the clown will most likely eat all the eggs
