For a little while I've had green algae and in some spots looks stringy but a reddish (off hob filter lip too) I cleaned the filter and did a water change. No algae was present in the filter so Whew! Green I'd not slimy and tried to pull off rocks but it's really on there lol. It's not out of control and all vorals/fish are happy.

That's not out of control, lol. An exact ID isn't important as knowing the condition of the algae at this point, IMO. It looks to me like it's just hanging on, and you just need a little phosphate control to send it on its way out.

Haven't had time to water test recently lol. Lighting is Reefbreeder's 2 24 120w Leds on at 130 and off at 9/blue off 10.

Doesn't seem that your lighting schedule is too terribly long at all even though if you wanted to you could cut back in the meantime. I'm assuming as far as filtering goes that your HOB is your primary filter? If your talking about removing phosphates with media I suppose it is possible to use a media bag full of GFO or phosguard and put that in the HOB. Are you using RO/DI water to do top offs when needed? How often are you performing water changes? How often are you changing out the filter floss/media in your HOB? What's the bioload and feedings like? Just kind of give us a run down on these and your setup please.

Yes emperor 400 is primary for my 46gallon, I did slack on water changes for a month or 2 =(. RODI from a local water store is used. I just have live rock rubble in the hob as well. I feed once daily pellets, just bought brine flakes and once weekly brine shrimp cube. (prob should be 1/2 cube as I only have 1 yellow tang, 2 clowns and a cleaner shrimp.

I would remove the rock rubble. As long as you have enough rock in the system it is not necessary and can trap detritus.
Your Tang will need greens.Nori and frozen foods for herbivores is a must.

The algae in your tank is your test kit. It shows that you have excessive phosphates, doesn't matter what the number is. Phos has been building up in your system and being absorbed by your rocks over time. When you lower the phos in the water, the process will be reversed, and the algae will die in time.
