As for the O2, although it's never a bad idea to oxygenate newly mixed water to the point of saturation, if your tank environment is constructed properly, even the most O2 depleted water added to a tank will become as oxygenated as the tank water in short order.

Get in habit of regular water changes right away. Is especially important when adding livestock to new tank...

On mixing water....plenty of opinions here...many upon many ways to do. But agree strongly not to mix and use right away...

Way I do it is mix salt in very warm water (I know exact amount needed to get right salinity and only mix as much as I need) Run an airstone in it, till it cools down to tank temp...takes about 4-5 hours out in garage...

Change water.

Thank you. I am frustrated because I have a small amount of undissolved salt that won't go away even after being aggitated with a power head for 24 hours.
