Now the way that I saw the LR issue is that if you get uncured rock that is when all sort of critters and stuff is going to die on the surface of the rock and cause smells and all the above mentioned hassles. And cured live rock has been left to sit so everything that is going to die does and that all you are left with is the bacteria on the inside of the rock? is this right, wrong, close?

Right but bacteria isn't the only thing that can live through a cycle. Nuisance algaes, anemones, crabs and other pest animals can live in and on both cured and uncured live rock.
