Make sure that its tankmates are peaceful, if not they tend not to be as active (including eating). I have had mine for going on 3.5 years, since I got my new serpent star, about 8 months ago, he has not been eating well, very skinny. Up until then it ate like a horse, even challenged tankmates for food near the top. As for substrate I have used crushed coral, sand, fine crushed coral, and pieces of shells, nothing really bothered it.
