are there any types of pumps that turn off and on deppending on the water level

I would be careful setting up a fuge like that. Just drill the top side of the tank you are using for a fuge and let gravity pull the water out as you add it in from the display tank. You will need to regulate the flow so using a top off system may be a bunch of trouble....aka flood..

i have it comeing out thrue an over flow box and into the refuge under the tank the i have a pump pumping it back to the top

water flow in a refugium should be slow. gravity outflow from the refugium to the main tank is the best set up, hard to do. or you can have the refugium naturally drain into the sump. my refugium is fed from the chiller return line draining back to the sump.
