That is a loaded question. 
If you are looking for good and cheap then your best bet is to get some metal halide retrofit kits. Its cheaper than buying a complete fixture and you'll get the most light for your money. I would build your own canopy and install the lighting inside of it. Using retrofit kits and remote ballasts to keep the heat down. Then add VHO, T5 HO or pc actinic supplementation.
Read through the lighting forum, as this question has been asked quite a few times  When you get an Idea of what you want to do then come back and ask more specific questions as this one is very broad and it's like giving a loaded gun to an eight year old who has only watched western tv shows.
