whe ammona is zero, nitrite is zero, and nitrates are elevated. And when they stay that way for at least a week or two

anymore i wouldnt do any PC's on anything but a nano, T5's or MH's are the only way to go, T5 really doesnt cost much more than a PC setup
Aquarium Lighting for Freshwater and Reef Systems: Nova Extreme Compact T-5 System

Thats a decent cheap T5 setup personally i really like the Teklite series though they are a few hundred more
