I beleive that the size of the camber and the pump has to do with it. If you look at different size skimmers, you will notice the size of the skimmer and the size of the pump will vary. the bigger the pump, the more water it can move. As for diy skimmers............  My other skimmer I had was rated for a 75gal and it had a rio600 pump(600 g/h). the one that I have now is rated for a 150gal tank and it has a 2200(2972 l/hr) pump.
