Default My tank thinks it's in Holywood... or at least has enough film to be there

My tank has been up and running with LR for about 3 weeks. I noticed a film on the surface last week but it seems to be worse now. It's thick enough for me to use my gutter guard material and create bubbles in the mesh. The clear spot in the pictures is from a power head pushing water towards the surface.

Is this normal or am I doing something wrong? My overflow is seen in the picture as well.

1 true-percula & 2 fox-face firefish. 46-Bow w/ 20gal as sump. DIY wet/dry and DIY overflow. Coral Life skimmer. QuietOne return pump. Eheim ProII canister (just in case my DIY stuff fails). 36" Nova Extreme (2x39w 10k, 2x39w actinic with a fan loud enough to drowned out the noise from the tank) 48lbs. LR. Tank 2 is a 55G Fresh Water w/ 4 Discus. Tank 3 is a 10G fresh with Tetra.

You just need more surface agitation. Point a powerhead towards the water's surface and you should be rid of it shortly.

I agree with amcarrig. Everyones tank gets that when there is nothing to break it up on the surface.
