Default Ammonia to high

Help,

My ammonia in my FW 15 gallon tank w/2 GF is too high I think 2.0 - 4.0. I used a testing kit that my result seems to be between 2.0 - 4.0.

What can I do to lower it?

ammonia over 1ppm can be deadly to livestock. a water change of at least 20% would sure help. also to make sure take another test to make sure either with the same test kit or a different one.
