The bubble algae was not on the same rock.

I cut and scraped it off the rock with an eXacto knife, dipped a toothbrush in RO water and scrubbed it a bit and then I rinsed the whole thing in the RO water before it went back into the tank.

My vote is montipora of some sort, encrusting for sure, all depending on the actually size of everything, it is tough to see the relitive size in pics.
